DUI in Harrisonburg:  In early February, 2017, a Texas court ordered Steve Francis, a former NBA player and star, to either go to jail or wear an anklet that would provide real time data on whether he was consuming alcohol.  That device is sometimes called a SCRAM. Francis was arrested in November, 2016 on charges of DWI and marijuana possession.  Francis was originally released upon the condition that he install and use an ignition interlock device in his vehicle.  Francis was also required to use the vehicle on a regular basis to ensure that he was not drinking.  It was not clear from the media whether Francis had failed to install the interlock, whether he had installed the interlock on a vehicle but failed to use that vehicle or whether he had blown positive for alcohol on that vehicle’s device.

DUI in Harrisonburg: The ankle monitor is installed by a court employee or contractor.  Francis is not supposed to be able to remove it without the ankle monitor noting the violation.  The 24/7 reporting of the monitor also keeps subjects from attempting to time their drinking to avoid a positive result when using the interlock equipped vehicle.  The ankle monitor also has a GPS device that monitors where Francis is at all times.  According to his bond conditions, Francis is not allowed to go outside Texas.  With the ankle monitor installed and properly functioning Francis can not drink or leave Texas without getting caught.
